Minutes of the Regular Meeting of the Council of the Municipality of Semans
held on Tuesday, the 2nd day of June, 2015 in the Municipal Office
at Semans, Saskatchewan.

Call to Order:
A quorum being present, Mayor Duane Linford, called the meeting to order at 7:58pm.
109/15 Anderson: That the agenda be accepted as presented. Carried.
110/15 Fehr: That the minutes of the regular meeting March
12th, 2015 be approved as read. Carried.
111/15 H. Linford That the minutes of the special meeting April 10th, 2015 be approved as read. Carried.
112/15 H. Linford: That the accounts be accepted as presented/attached.
113/15 D. Linford: That the financials be accepted as presented.
Business Arising From the Minutes:
Greenshields Seeds Appeal:
114/15 D. Linford: That Shannon try and get Grant and Callie to agree to a local assessor change as opposed to going through the formality of an appeal. Carried.
115/15 H. Linford: That Shannon is to ask the Credit Union if they are willing to do a Village Cleaning Bee in the evening on Monday, June 15th/15, at 5:30pm. Carried.
Back alley property lines:
116/15 Anderson That Shannon sends Earl Menzies a letter asking him to please keep is personal property back off the back alley a minimum of 4’. Carried.
117/15 D. Linford: That Shannon talk to Ed about his refusal to go out on a sewer call Saturday, May 29th/15, and find out the reason for the refusal. Carried.
118/15 Anderson: That Shannon is to check what chemical we currently have in stock and then order what is needed for this year.
119/15 H. Linford: That Chad and Shannon be authorized to use the Village Mastarcard for work related purchases.
120/15 D. Linford: That Shannon request a credit app from Acklands and apply for a charge account for future purchases.
121/15 D. Linford: That Shannon apply the previously issued waterline charges to Elgin’s next water bill. Carried.
Paperless Council Meetings:
122/15 D. Linford: That we don’t replace the big photocopier, instead we purchase a smaller home office all-in-one printer and 5 tablets. Effectively saving us money in the long run and saving paper. Carried.
No Trespassing Signs:
123/15 H. Linford That we post no trespassing signs around the perimeter of the landfill so we can rely on the Trespassing Act in the event of scavenging. Carried.
Lidgren Water Bill
124/15 Fehr: That we credit Marty and Lori back the sewer and garbage charges for the time they were not here. Carried.
Jakobsen Water Bill:
125/15 H. Linford: That we ask Henry to pay half of what his water bill would have been had it not been for office error. Carried.
126/15 Anderson: That the hotel is not for sale.
Terry’s Steakhouse Sign:
127/15 D. Linford: That Heidi contact Terry in regards to the sale of the Steakhouse sign on the bar, with a price of $500 to purchase. Carried.
Show & Shine:
128/15 D. Linford: That we give the Brickhouse the go ahead to put on a Show & Shine. Also, that we give the Brickhouse permission to use the school grounds to put on fireworks for July 1st, permitting that we get adequate moisture before then.
Affinity Credit Union:
129/15 D. Linford That we grant Affinity permission to set up as an ETF with us. Shannon to fill out the forms and return. Carried.
130/15 Anderson: That we order a new Turbidimeter and a calibration set from ClearTech. Carried.
New Push Mowers:
131/15 D. Linford That we order a new push mower for the Cemetery ASAP, but Tom will fix the Village push mower. Carried.
132/15 Bains That we go ahead and run the same ad in the times as we did last year with the amendment of the year to the current.
133/15 D. Linford That we will donate the water and sewer lines to the new RM Shop if they decide to build in Semans.
134/15 H. Linford That we allow Lori and Marty to place a private dumpster behind the rink, with the understanding that it must be locked and that they are responsible to keep the area clean.
Education Property Tax Rates:
135/15 Fehr That we accept the Education Property Tax Rates as presented. Carried.
150 Community Grant
136/15 D. Linford That we go ahead and apply for the 150 Community Grant towards new playground equipment. Carried.
137/15 D. Linford: That the next meeting will be Wednesday, June 17th, 2015 at 7:00pm.
138/15 D. Linford: That the meeting be adjourned at 9.37pm.
