Minutes of the Regular Meeting of the Council of the Municipality of Semans
held on Wednesday, the 18th day of November, 2015 in the Municipal Office
at Semans, Saskatchewan.

Call to Order:
A quorum being present, Mayor Duane Linford, called the meeting to order at 7:04pm.

256/15  D.Linford:  That the agenda be accepted as presented.              Carried.

257/15 Anderson: That the minutes of the regular meeting of October 22nd, 2015 be approved as read.   Carried.

258/15 Bains: That we contact a Lawyer to draft a letter to CN in regards to the culvert under the train tracks.  Carried.
Business Arising from Minutes:

Touchwood Hill Regional Landfill:
259/15 Fehr: That we go back to Touchwood Regional Landfill in the new year.      Carried.
Post Office Tenders:
260/15 H.Linford: That we hire Fay Balfour on a one year contract at $13.hour to clean the Canada Post Box Office, with duties commencing December 2nd, 2015  Carried.
School Tenders:
261/15 Bains: That we hire Beth Anderson on a one year contract at $15/hour to clean the School, with duties commencing December 2nd, 2015.    Carried.
Village Foreman Postion:
262/15 Bains: That Malcolm, Duane and Tom interview both candidate for the position of Village Foreman tomorrow so duties can commence on November 20th, 2015. We approve a maximum offer of $22/hour to start.  Carried.

Causal Foreman Assistant Position:
263/15 D.Linford: That we hire Richmond Cole as the new causal assistant to the foreman.     Carried.


North Fringe Industrial Technologies:
264/15 D.Linford: That we except the quote from North Fringe as presented and we would like them to start as soon as possible.        Carried.
Lagoon Berms:
265/25 Anderson: That Shannon is to look for a grant so that we can repair the lagoon berms next year.   Carried.
School Roof:
266/15 D.Linford That we except the quote from Southland Roofing as present and we would like them to start as soon as possible.       Carried.
267/15 H.Linford: That the accounts be accepted as presented and attached.
Financial Reports: 
268/15 D.Linford: That the October, 2015 financials be accepted as presented, and filed OR as attached hereto and forming a part of these minutes.     Carried.

Christmas Tree Lighting:
270/15 H.Linford:q That we will allow the Centennial Committee to do the Christmas Tree Lighting this year.  Carried.
Rink Eves:
271/15 D.Linford: That we table the discussion on the Skating Rink Eves until next spring.      Carried.
Anna & Nolan:
272/15 H.Linford: That we except Anna Lewis and Nolan Gettis’ offer as present to us to purchase two lots in town for the purpose of moving in a new house.   Carried.

Canada Post Box Office:
273/15 Anderson: That Shannon will talk to Duane Veitch about re-key the locks once the new custodian takes over.  Carried.

Village Bylaw Officer:
274/15 Anderson: That we add the Bylaw Officer position to the Village Foreman’s Job Description.    Carried.


Water Treatment Plant Part Time Hours:
275/15 D.Linford: That we adjust our part time water treatment plant workers hours to alternating weeks.   Carried.
Shannon’s Days Off:
276/15 Bains: That we approve the closer of the office on the 24th of December, and we will table the closer of the office on the 31st of December until next meeting.  Carried.
Dam Reservoir:
277/15 Bains: That we don’t give up our licence to use the dam reservoir at this time.     Carried.
Christmas Party:
278/15 D.Linford: That we table discussion on the Christmas Party until the next meeting.     Carried.

Murray Runge:
279/15 Anderson: That Shannon send Murray a letter telling him we will clean up his yard for him if he would like. However, we would like it cleaned before the Christmas Tree Lighting on December 5th. In regards to him putting up a fence there is a gas line on the property line so that is not an option.       Carried.
280/15  D. Linford  Next meeting December 16th, 2015 @ 5:00pm.
