Minutes of the Regular Meeting of the Council of the Municipality of Semans
held on Wednesday, the 22nd day of October, 2014 in the Municipal Office
at Semans, Saskatchewan.

Signing of Declarations: Mayor and Councillors

Call to Order:
A quorum being present, Mayor Duane Linford, called the meeting to order at 7:00pm.

181/14  Anderson:  That the agenda be accepted as presented.

182/14 H. Linford:  That the minutes of the regular meeting September
10th, 2014 be approved as read.
183/14  Fehr:   That the accounts be accepted as presented/attached.

Financial Reports: 
184/14  D. Linford:  That the financials be accepted as presented.
**Shane Bruvold joined meeting at 7:11pm**
• Still having breaker issue with centrifugal pump
• Keith Benz will be coming to plant to see if he can fix the pump
• Working on back burning lagoon
• Plans to burn leaves at the dump (Ashley to let Environment contact know)
• Planning to flush water lines in near future
• The barricade at the transfer station is starting to deteriorate
• Culverts are packed full – will try to do what he can with the bobcat
• Discussed curb box valve by furnace room at the rink – Tim and Frank to fix this
• Advised Shane to go through the summer equipment during the winter and fix before next summer

**Rhonda Godwin joined meeting at 7:38pm**
• States she lives on a busy street (3rd ave) and would like to see a children playing sign and a speed sign along 3rd Avenue.
• She would appreciate if the snow is not piled along her fence line as other dogs are then able to walk over her fence and into her yard and bother her own dog.

Children Playing Sign:
185/14  H. Linford:  Heidi will talk to Annie and get a quote on a children
playing sign. Ashley will also ask Shane to look through signs in town shop to see if there is one in there.     Carried.

New Buisiness:

Jim Greenshields:
186/14  H. Linford:  That we send Jim Greenshields a $50 Co-op gift card and
thank you card for taking the old Semans sign in and picking up the new one from Abe Sign’s in Saskatoon.
Fundraiser for Doug Dunlop:
187/14 Anderson:  As Doug is a previous employee of the Village we will set
up a donation fund through the Village to help him with his travel and medical expenses he has had. We will issue tax receipts for donations.

Sasktel Taxes:
188/14  D. Linford:  That we allow a 2%(October) Discount on the Sasktel
taxes.                Carried.

Lots 1-2 Block 2:
189/14  D. Linford:  That Ashley write up an agreement for use of these lots by
Gerber’s and if something comes up in regards to these lots we will no longer allow them to be used.

Lots 1-3, Block 5:
190/14  D. Linford:  That Ashley ask for a letter from the applicant as to what
they plan to do with the lots before we decide if we will sell these lots or not.              Carried.
Signing Authority:
191/14  Anderson   That the following individuals have signing authority for
the Village of Semans: Duane Linford – Mayor, Malcolm  Bains – Deputy Mayor, Ashley Greenshields – Administrator, and Shannon Cameron – Assistant Administrator.               Carried.

Scavenging at the Dump:
192/14  D. Linford:  That we do not allow scavenging at our dump.        Carried.
911 Dispatch Fee:
  D. Linford:  That these bills be billed to the Fire Co-op to be paid.

Remembrance Day Program:
193/14  D. Linford:  That Duane will lay the wreath on behalf of the Village at      the Remembrance Day Program, November 11, 2014.

Tire & Rim for town truck:
194/14  D. Linford:  That Ashley try calling Cars Towing in Raymore to see if
they would have a tire and rim that would fit the town truck.                Carried.
Tax Lien:
195/14  D. Linford:  That we require all tax arrears to be paid in order for a tax
lien to not be registered.             Carried.

196/14  Fehr:   That Ashley talk to Joanne Hamilton at the Town of
Nokomis about Gus Hansen, set up a time for Duane to meet Gus and go through the Hotel. Advise we require a deposit of $5,000 and a plan as to what is planned to be done with the hotel.              Carried.

Heater in Water Treatment Plant:
197/14  D. Linford:  That we get Kevin Acton to fix/replace the gas tube heater
in the water treatment plant.             Carried.

Part Time Water Treatment Plant Operator:
198/14  Fehr:   That we offer part time water plant operator position to
both Ed Galt and Jade Ross and pay $10.20 per hour.
Water Plant Operator Courses:
199/14  D. Linford:  That Ashley look into course costs for the level 1 water
treatment and wastewater treatment courses and discuss with Shane.               Carried.
200/14  Bains:   That we will try to burn lagoon before finding an excavator
to dredge lagoon.              Carried.

Tanner & Sam Pay:
201/14  Fehr:   That we pay Tanner and Sam’s late timesheets from end of
June next payroll.              Carried.

Pest Control:
202/14  Bains:   That we ask the R.M. of Mount Hope to handle any pest
control issues in the Village of Semans.           Carried.


Cell Phone for Town Foreman:
203/14  D. Linford:  That we purchase a cell phone and plan for the town
foreman. Will purchase the Samsung Rugby for $79 and Talk and Text plan for approximately $30/month.     

School Roof:
204/14  D. Linford:  That we table this until we see if a grant is received from
Affinity Credit Union.              Carried.

Loraas Curbside Pickup:
205/14  H. Linford:  That Ashley see if we would be signing a contract, if we
can try it and discontinue if it won’t work for us and find out what size of a truck is used.            Carried.

206/14  D. Linford:  That the next meeting will be November 12, 2014 at

207/14  D. Linford:  That the meeting be adjourned at 9:30pm.
